To Supporters of Academic Freedom in Institutions of Higher Education Worldwide
The Israel Council for Higher Education is dismayed to learn of the proposal on the agenda of British Association of University Teachers to boycott Israeli Academics for political reasons.
The Israeli system of Higher Education is not political. It strictly adheres to the principle of full academic freedom and to the values of liberalism and equality.
Israeli Universities enjoy full independence, and their staff members are at liberty to express their opinions on any subject, just as they are free to choose any field of academic research.
The Arab population of Israel has unrestricted access to all institutions of higher learning in the country. It is, moreover, a general policy to encourage their enrollment in these institutions. The Planning and Budgeting Committee of the Council for Higher Education has a special budget for this purpose; indeed, the percentage of Arab students is on the rise, as is the employment of talented Arab academics.
The accusations leveled against Israeli Universities are based on biased and misleading information.
The Council for Higher Education wishes to express its deep concern about the worldwide politicization of higher learning, which can do serious damage to the goal of higher education -- the development of scientific and scholarly knowledge for the sake of improving the quality of life of people throughout the world.
Only free and genuine cooperation between scientists and scholars of different countries can help to achieve this goal.
We call on A.U.T. to abstain from arbitrary political activity that has nothing to do with the advancement of knowledge and science.
